The public information officer for the City of Palatka told News4JAX the city received several complaints regarding the workplace environment. For that reason, officials will bring in an outside investigator to ensure “all fairness and that all voices are heard.”

Police Chief Jason Shaw was designated as acting assistant city manager.

During the course of the investigation, all employees who typically report to Carty will directly report to Shaw, according to the city.

“The City remains committed to a respectful workplace and supports all staff members for bringing their concerns forward,” officials said.
