JACKSONVILLE, Fla. – Live Oak and Lone Pine Development have been selected by JEA to purchase and redevelop the former JEA headquarters in downtown Jacksonville.
The group is branding the project as the “Jewel at 21 West.”

In a release, the developers said the project will transform the 65-year-old Downtown Center Complex into a mixed-use destination.
“The selection of our team is a vote of confidence in our shared vision for Downtown Jacksonville,” Paul Bertozzi, President & CEO of Live Oak, said. “This campus sits at a landmark location in the heart of downtown, and together with our partners, we look forward to delivering a radical transformation—reimagining this property as both the crown jewel of downtown and a renewed source of energy for culture, commerce, and community.”
According to JEA, the properties include:
- The Tower, a 19-story office building constructed in the early 1960s with approximately 347,811 square feet at 21 W. Church St.
- JEA’s former Customer Center, a six-story office building constructed in the early 1960s with approximately 248,220 square feet adjacent to the Tower.
- The Adair Building, a parking garage with approximately 513 parking spaces that also includes street-level retail space, 421 Laura St.
- The Tower and Customer Center share a below-grade parking deck with approximately 190 parking spaces.
Live Oak said the plans call for adaptive reuse of the 19-story tower into 180 residential units with restaurants, retail, rooftop amenities, and active ground-floor uses. The Customer Service Center is set to include food, wellness, and creative office space.
The project is expected to generate more than 300 construction jobs and over 100 permanent jobs.
JEA said “Live Oak Contracting, LLC will be required to coordinate with JEA, the City of Jacksonville, the City’s Downtown Investment Authority and other regulatory bodies to develop the former headquarters in a manner that best serves the community’s interests.”

Gensler joins the project as “Architect and Designer.”

Live Oak said additional details, including project milestones, architectural renderings, and community engagement opportunities, will be released in the coming months.
