A victim told police that Timmothy Hall, 55, “flashed” them and then grabbed them by the arm before running off, JSO said.
The child was not injured, according to JSO.
An attempted kidnapping warrant was issued for Hall.
DBPD detectives contacted JSO about Hall’s presumed whereabouts, and on Saturday, JSO officers and U.S. Marshals found him sitting in his vehicle in Arlington and took him into custody.
Hall was also previously arrested in Hillsborough County in 2010 for lewd or lascivious exhibition involving a victim under 16. After his arrest, Hall, who was a medical assistant at the Duval County Jail at the time, resigned from his job and registered as a sex offender.
