JACKSONVILLE, Fla. – Council Member Matt Carlucci is set to file a resolution urging the Duval County School Board to further consider Downtown Jacksonville as the location for its future consolidated administrative headquarters.

The School Board has long expressed its intent to relocate from its current administrative offices at 1701 Prudential Drive, a surplus Southbank property now listed for sale.

Previous attempts to sell the property have been unsuccessful. Last year, DCPS had to hit the reset button on the sale and brought in a commercial real estate firm to help sell it.

The resolution from Carlucci also encourages the school board to collaborate with the Downtown Investment Authority (DIA) to explore redevelopment opportunities that would serve the operational needs of Duval County Public Schools while supporting the revitalization of Downtown.

Carlucci said he views this moment as a timely opportunity for DCPS to consolidate multiple administrative sites into one modern, centralized facility that also advances the city’s long-term vision for a thriving urban core.

“Relocating the School Board’s administrative offices to the urban core would meet their spatial and technological needs while serving as a major boost to our downtown redevelopment efforts,” Carlucci wrote in an emailed statement. “This is a non-binding resolution that simply encourages two critical public entities to work together; and in doing so, potentially help both education and economic growth in Jacksonville.”

Carlucci believes that the introduction of a major civic headquarters into the downtown area could provide a stabilizing workforce presence and help catalyze future adjacent development.

“I’m hopeful my colleagues on Council will join me in co-introducing this resolution. This is about common-sense cooperation, the kind that helps Jacksonville thrive,” Carlucci added.

The resolution will be introduced at the next City Council meeting on July 23.
