JACKSONVILLE, Fla. – The Department of Justice said a naval reservist pleaded guilty to bribing a public official who worked at Naval Air Station Jacksonville.
The reservist, a 27-year-old from Staten Island, NY, faces a maximum penalty of 15 years in federal prison.

He was previously ordered detained and will remain in custody while awaiting a sentencing hearing.
Court documents said that in January 2025, a source told law enforcement that Zumba served in the U.S. Navy Reserve and was aware that the source’s spouse worked at NAS Jacksonville in the personnel office that issues Department of Defense identification cards.
The source said the reservist asked if she would be willing to issue real, but unauthorized ID cards for an under-the-table payment.
Federal agents had her talk with him about his plan to get the cards for cash.
The DOJ said the man drove from New York to Jacksonville on Feb. 13, 2025, with three individuals, including a Chinese national.
He took them to NAS Jacksonville, where the woman let them into the office after business hours and started the process for them to get ID cards.
The next day, he met with the source who gave him two cards in exchange for $3,500. He was arrested and the cards were recovered.
The case was investigated by the Naval Criminal Investigative Service and Homeland Security Investigations.
