Connecticut child sex offender sentenced to 30 years in prison for attempted child enticement

JACKSONVILLE, Fla. – The Department of Justice said a child sex offender was sentenced to 30 years in prison for attempted child enticement.

Officials said Andrew Thomas Bull, 37, attempted to entice an 11-year-old child to engage in sexually explicit conduct to produce photos of her own sexual abuse.

Bull was convicted of importation and possession of child porn in Connecticut in 2013 and was on probation when he was arrested on May 25, 2023. Bull was detained and transported to Jacksonville and he pleaded guilty on Feb. 18, 2025.

Court documents said that on Nov. 15, 2022, a Jacksonville FBI agent was conducting an online undercover operation to identify adults seeking to meet and engage in sexual activity with children.

The agent posted a message in a public chat room that he had access to an 11-year-old child. Later, a user identified as Bull asked him to confirm the age and sexual experience of the “child.”

Bull sent him explicit photos of himself to show the child.

The DOJ said between Nov. 2022 and May 2023, Bull confirmed his desire to have sex with the “child,” and he sent the agent pictures of young children being sexually abused.

Bull then asked the agent to send him pictures of the “child.”

On May 25, 2023, FBI agents arrested Bull and searched his home, uncovering a cellphone with at least 15 videos and 40 photos depicting children being sexually abused, including an infant.
