JACKSONVILLE, Fla. – The Jacksonville City Council will discuss an ordinance Monday that proposes the appropriation of $450,000 from the Environmental Protection Trust Fund.
This funding aims to enhance air monitoring activities in disadvantaged communities, particularly focusing on Health Zone 1 in Jacksonville.

Health Zone 1 includes ZIP codes 32202, 32204, 32206, 32208, 32209, and 32254. According to Duval County Health Zone data, it is considered to be the most urban area.
Introduced by the Council President at the request of the Mayor on May 13, 2025, the ordinance seeks to improve the City’s capacity to monitor air quality in areas historically affected by environmental health disparities.
The funding will be used to purchase a vehicle, equipment, supplies, professional services, and part-time salaries related to the project.
Additionally, the ordinance includes provisions for the carryover of funds into fiscal years 2028-2029 and authorizes up to 2,288 part-time hours to support the initiative. This effort aligns with a $300,000 grant from the Environmental Protection Agency, previously appropriated for a mobile air monitoring project.
Oversight of the project will be managed by the Jacksonville Environmental Protection Board.

The ordinance is scheduled for discussion on the agenda of the Rules Committee and the Neighborhood, Community Services, Public Health and Safety Committee on June 2. It will also be reviewed by the Finance Committee and the Transportation, Energy & Utilities Committee on June 3.
