A mother and her 2 sons went missing in Germany in 1992. Officials say someone in Jacksonville could help solve the case

JACKSONVILLE, Fla. – The Department of the Army Criminal Investigation Division (CID) announced it is offering a $15,000 reward for information that leads to an arrest and conviction in the 1992 disappearance of a mother and her two sons in Germany.

According to Project: Cold Case, the reward comes after new information led to the investigation being reopened. Authorities believe that people in or around the Jacksonville area may have critical information to resolving the disappearance of Tina Grogan and her two sons, Stephon Grogan, 4, and Dale Grogan Jr., 6.

The mother and children have been missing since Nov. 30, 1992, from Würzburg, Germany, where they lived in a U.S. Army base as dependents of U.S. Army Specialist Dale Grogan.

According to Project Cold Case, Dale Grogan was discharged from the U.S. Army and relocated to Jacksonville in March 1994.

Following the disappearance of Tina and her two sons, Army CID and the Würzburg Kriminal Polizei launched an extensive search, but no trace of the mother or the boys was ever found.

The investigation was classified as a cold case in December 2002.

In October 2019, Tina’s mother and sister contacted Project Cold Case, and in 2022, the organization published a UNF student’s Cold Case Spotlight article to help keep the story alive.

“Before God closes my eyes for good, I hope we’ll get closure for Tina and the boys. I can’t take much more,” Cheryl Williams, Tina’s mother, said.

Williams died, never knowing what happened to her daughter and grandchildren.

More than 30 years after Tina Grogan and her sons’ disappearance, authorities believe they may be able to solve the case.

On Jan. 18, Dale Grogan, Tina’s husband, was arrested by the Nassau County Sheriff’s Office after being accused of traveling to meet a minor.

When he was arrested, investigators said he made comments about killing his wife while he was in the military stationed in Germany, so officials said in addition to sex charges, he’s also under investigation by the U.S. military for possible murder.

The Army CID Cold Case Unit received new information in connection with Dale Grogan’s arrest, which helped reopen the disappearance case.

According to Project Cold Case, authorities now believe that people in or around the Jacksonville area may have information that can help solve the case.

Tina Grogan’s family shared the following statement following the reopening of the case.

“It has been over thirty years since our beloved Tina, Stephon, and Dale Jr. disappeared without a trace. Not a day passes without their absence being felt deeply in our hearts and throughout our family. Tina was a devoted sister, daughter, and mother, full of love and laughter. Stephon and Dale Jr., only four and six years old at the time, were bright lights with their whole lives ahead of them.

We are grateful to the Department of the Army Criminal Investigation Division for continuing to seek answers and for offering a reward in hopes that someone will come forward with information. We know that someone, somewhere, knows the truth. After all these years, we continue to pray for courage from those who can help us find it.

We ask anyone with information to please come forward, no matter how small it may seem. Your action could finally give our family the answers we’ve long hoped for and the peace we so desperately need.

While we cannot undo the pain of the past, we hold onto hope for answers,  justice, and resolution. We also want to thank those who have stood beside us in support throughout this painful journey.

Please remember Tina, Stephon, and Dale Jr.—not just for how their lives ended, but for the love, joy, and innocence they brought into this world.”

Officials urged anyone with knowledge, no matter how small it may seem, to come forward.

“Our role is to stand with these families through the ups, downs, inactive, and active investigations. We consider it an honor to work with Tina’s family as they seek truth and justice,” said Ryan Backmann, Founder and Executive Director of Project: Cold Case. “Now, with renewed attention and a connection to our own community, we urge anyone with information to come forward. This family deserves answers.”
