Family of Putnam County mail carrier mauled to death hopes bill for tougher penalties for pet owners passes Monday

PUTNAM COUNTY, Fla. – The family of a Putnam County mail carrier turned their grief into action after she was killed in a dog attack in 2022.

The House passed the “Pam Rock Act” on Wednesday, which is aimed at creating a dog registry and requiring owners of those dogs to have $100,000 in liability insurance.

Rock’s family had spent the past three years fighting for tougher laws after several dogs mauled the 62-year-old mail carrier.

“What really gave us the the idea to do this is, was the inadequacy of the offices that are supposed to do this, and we just couldn’t stand the fact that the fellow who owned these dogs had asked that they be taken away, and it wasn’t responded to, and there were no charges against the owner,” Rock’s brother, Dick Rock, said.

The bill now awaits the Senate vote on Monday, and Rock’s brother said he was elated to see the outcome.

“We’ve been on all those subcommittees and met the people, and they’ve been unanimous voting, yes. Let’s get this through. So we’re looking forward to Monday,” Rock said.

The bill will head to the governor’s desk for final approval if it passes.

“This also is the final delivery of a promise that was made back in 2022 that the state would revise its dangerous dog laws,” he said.
