Jacksonville’s Solid Waste Division sees significant reduction in overtime hours, costs after OIG investigation

The report indicates that the city saved over $1 million in costs after changes to overtime hours

JACKSONVILLE, Fla. – A new report by Jacksonville’s Office of Inspector General (OIG) released on Thursday found that the city’s Solid Waste Division significantly reduced overtime hours and costs following a 2024 investigation into allegations of overtime fraud.

Last year, the OIG conducted an investigation, identified as Investigation No. 2024-0001, into allegations of fraud related to overtime at the city’s Solid Waste Division.

The investigation revealed that most Solid Waste Truck Driver Reports were incomplete, illegible, and often lacked a supervisor’s signature, making it “impossible” to verify the hours worked by many employees.

In March 2024, the Chief of the Solid Waste Division was interviewed regarding the overtime hours claimed by employees.

In response to the OIG investigation, the chief pledged to reduce overtime hours significantly.

A release this week indicated a follow-up investigation in March 2025 that assessed whether appropriate actions were taken based on the OIG report. The investigation found a notable decrease in overtime hours and costs.

  • Between Feb. 25, 2023, and March 4, 2024, Solid Waste employees were approved for 59,622.79 overtime hours, costing $2,315,471.40.
  • From March 5, 2024, to March 12, 2025, however, employees were approved for only 28,410.58 overtime hours, costing $1,071,026.70.

This represents a reduction of 31,212.21 overtime hours and $1,244,444.70 in costs.

The MyJax Customer Services Manager also reported a decrease in missed collection requests.

  • Between Feb. 25, 2023, and March 2, 2024, there were 38,604 missed collection requests.
  • From March 5, 2024, to March 12, 2025, the number dropped to 36,049, a reduction of 2,555 requests.

The OIG added that it remains committed to ensuring the Consolidated Government operates efficiently and effectively.
