JACKSONVILLE, Fla. – A Navy reservist was charged with bribery after being accused of trying to get one of his former shipmates to help two immigrants from China, one of whom was living in the country illegally, get fake Navy ID cards, according to the criminal complaint.
The complaint, filed last week in Jacksonville’s federal court, claims that Raymond Andres Zumba, who previously served on the Mayport-based destroyer USS Carney, asked his former shipmate if they could issue unauthorized “CAC Cards” for his “in-laws,” in exchange for an under-the-table payment.

According to the complaint, a CAC Card is a smart card that serves as the standard legal identification for active-duty uniformed service personnel, selected reserve personnel, Department of Defense civilian employees, and eligible contractor personnel.
The complaint states Zumba said he would pay his former shipmate approximately $1,500 for each card.
“CS-1 [Zumba’s former shipmate] said he/she would consider it, but did not provide a conclusive answer,” the complaint states.
After weeks of investigation, on Feb. 14, agents with Homeland Security Investigations, Naval Criminal Investigative Service and the Jacksonville Sheriff’s Office detained Zumba and later arrested and charged with bribery of a public official.
Zumba was indicted on Wednesday and will be arraigned next week in federal court.
