Bicyclist kidnaps woman at knifepoint after her car struck him in Lake City, police say

LAKE CITY, Fla. – A Lake City man was arrested on charges of kidnapping, among other offenses, Thursday after police said he held a woman at knifepoint after her car struck him.

The Lake City Police Department recounted the bizarre incident in a news release on Tuesday.

They said a woman told them that she was driving south on NW Ridgewood Avenue at the intersection of West US Hwy 90 when she noticed a bicyclist in the crosswalk attempting to cross eastbound.

Police later identified the bicyclist as 67-year-old Danny Phelps.

The woman said she made eye contact with Phelps, who motioned for her to keep going, but she said as she started to move her car, Phelps jumped in front of it with his bicycle and was hit.

According to police, the woman got out of her car to check on Phelps as she called police on her cellphone.

But the woman told police that when she got close to Phelps, he slapped her phone out of her hand and threatened her if she tried to call police.

According to LCPD, Phelps then told the woman to get back in the car as he put his bicycle in the rear and climbed into the passenger seat, holding a knife.

He ordered the woman to take him somewhere and when they got to the location, he got out, police said.

The woman went back to the area of the kidnapping and called police, according to the release.

Police responded just before 1 p.m., and detectives later identified and arrested Phelps.
