The District 2 incumbent, Republican A.M. “Hupp” Huppman, is seeking re-election this year. He faces two challengers in the Republican primary, Douglas Greene and Laura Dotson. As they are the only candidates in the race and the primary will decide the election, it will be a Universal Primary Contest, open to all voters regardless of party affiliation.

Significant Business Experience.
For more than 44 years, I have built a career based on leadership, accountability, and service. After spending 18 years with Marriott, I proceeded to build and operate my own hospitality company, Haberhill LLC, in 2000, growing it into a successful business that at its peak owned five hotels, with 4,600 rooms, employing nearly 2,000 people, generating more than $300 million in sales and $84 million of operating profit.
What would you hope to be remembered for accomplishing after serving in this office?
Leaving Nassau County in better long term fiscal shape and changing the relationship of the county commission to its constituents

A.M. “Hupp” Huppmann
Occupation: Nassau County Commissioner, retired U.S. Navy Senior Chief Petty Officer, small-business owner and professional musician.
Age: 59
Family: I am married to my wife, Lori “LuLu” Huppmann. We have two adult sons, Dustin and Erick, and we are also proud rescue-dog parents.
Education: Bachelor of Business Administration in Management from Western Connecticut State University. I have also completed the Advanced County Commissioner training through the Florida Institute for County Government.
Political experience: Nassau County Commissioner for District 2, elected in 2022. I have served as Chairman of the Board of County Commissioners and represented Nassau County through regional and statewide organizations, including the Northeast Florida Regional Council, Florida Association of Counties and Northeast Florida Regional Economic Development Board.
What do you see as the top three issues in this race, and how do you plan to address them?
Affordability is the number one issue facing families in Nassau County. The first issue is controlling spending and providing meaningful tax relief. I have voted to reduce the millage rate four years in a row and have called for every county department to identify a 10% reduction in spending - not to cut essential services, but to eliminate waste and require every taxpayer dollar to be justified.
The second issue is managing growth while protecting Nassau County’s quality of life. New development should pay for the roads, drainage, public safety and other infrastructure it requires. I have supported higher impact fees and will continue scrutinizing major developments. I also voted for and the Board passed a moratorium on hyperscale data centers, to ensure residents are not left paying the bill.
The third issue is keeping pace with our infrastructure and public-safety needs. I will continue prioritizing law enforcement, fire-rescue, roads, stormwater, water and wastewater infrastructure while supporting responsible economic development, workforce training and good-paying local jobs.
How can you help voters in a way that others running for this office cannot?
I offer voters a proven record, not simply a list of campaign promises. I have already made difficult budget decisions, supported millage-rate reductions, strengthened public safety and worked to manage growth responsibly. I am also not a developer funded candidate.
My 20 years in the Navy taught me discipline, accountability and how to lead through difficult situations. My experience as a small-business owner taught me that every dollar matters. My service as a commissioner has taught me how to turn those principles into results. I understand the county budget, the challenges facing our departments and the steps required to move an idea from a campaign promise to an adopted policy.
What would you hope to be remembered for accomplishing after serving in this office?
I hope to be remembered for leaving Nassau County safer, financially stronger and better prepared for the future than I found it. I want residents to know that I care about them. I care deeply about our county.
I protected their tax dollars, made growth pay for itself, strengthened our roads and public-safety services, and preserved the small-community character that makes Nassau County special.
Most importantly, I hope to be remembered as someone who understood that public office is about service - not titles, politics or personal recognition.
